Q. What services does Chatman LLC, Delaware Navigator Entity provide?
A. As a Partnership Navigator Entity for the health insurance marketplace, we provide outreach, education and enrollment assistance to residents of Delaware.
Q. Can you sell me insurance?
A. No, we are not insurance agents or brokers and are in no way affiliated with any insurance company. Our services are totally free of charge. We assist you with acquiring insurance coverage through www.heathcare.gov, the federal marketplace website.
Q. What does that entail?
A. Our state and federally certified navigators will schedule an appointment with you. During the appointment, your navigator will help you assess your health coverage needs, walk you through the application, explain the health plans so you can select a plan that meets both your needs and budget and make sure that you have the knowledge to take full advantage of your new coverage.

Q. What do I need to bring with me to my appointment?
A. You are not required to bring any documents for the initial application. However, past experience has proven I is helpful if you bring verification of identity, relating to your income, and immigration status of relevant. You need not have any of these documents; please do come on and apply regardless of what documents you do or do not have. The website will let us know if it is necessary for you to get any of this documentation. However, you must have the full name and social security numbers of all household members, particularly those who must be included in the insurance application
Q. When can I enroll using www.healthcare.gov?
A. For most consumers enrollment is only available during open enrollment. This year open enrollment is between November 15th, 2014 and February 15th, 2015. During open enrollment yes you can do directly to the website and enroll yourself if you are so able. Certain consumers may qualify for a special enrollment periods outside of open enrollment.
Q. What is a special enrollment period and do I qualify for one?
A. If you have had a qualifying event in the recent past, you can apply for a special enrollment period. This means you can enroll in insurance now, you will not have to wait until November 15th, Qualifying events include having a child, moving into or out of the state, losing a job, losing current health coverage, marriage and divorce. Q. I have heard that insurance can be expensive, what if I can’t afford coverage?
A. You are under no obligation to purchase insurance during your appointment. While insurance can be expensive, www.healthcare.gov will determine whether or not you are eligible for help paying for your insurance. A family of four can make up to $94,000 and still qualify for reduced costs. More information about these subsidies can be found here. Moreover, the full insurance cost on the Marketplace is less than comparable individual market insurance plans. However, most all consumers qualify for a subsidy.

A. We are conveniently located in the first floor Clinic Wing of Widener University School of Law, 4601 Concord Pike, Wilmington, DE, 19803. A bus stops directly in front of the campus and there is ample free parking. Directions and maps can be found here
